I see some pictures of this model having a back lit display but the ltx500vp3 i purchased seems to not have this, is there a revised version or am i not finding the option to turn it on?

Does this radio require a FCC license? I have read several online notes that it does but also a note that said as of September 2017 radios sending out < 2 watts are now classified as an FRS radio, is this true for this radio (LXT500VP3)?
