How much does the radio weigh w/o batteries & what are the dimensions of the radio itself?

The radio dimensions are (d x w x h) 1" x 1.75" x 5.5". It is 9" tall with the antenna extended. The radio weighs 1.8oz without the batteries.

Would this radio pick up signal from inside steel storm shelter?

It is difficult to say, as we no nothing about the area you are in (ie how near you are to a NOAA transmitter) or the structure itself. This radio will work if you are within 30 miles of a tower, but the signal may be blocked by the composition of the shelter. It is an inexpensive little radio that is incredibly helpful, so we would suggest you pick one up and test it out. If anything else, it will let you know when to head to your storm shelter!

how long will batterys last on alert all time (average)

Hello there, that is a hard question to answer since we cannot know how many times alerts will be sent out, or what batteries you are using. We suggest that you place the radio into Alert Mode when you know there is a chance for severe weather in your area. We would say if you leave it on Alert Mode without knowing anything else, you should still get up to 48 - 72 hours before the batteries are drained.
